While many cities have access to high-speed DSL, broadband Internet services
and cable television, there are pockets within cities and in outlying
communities that are not served because of the distance from central offices or

stages of developing fiber to their homes and businesses (fiber to the premise -
FTTP). This is due, in part, because municipal leaders believe that their
communities are underserved by incumbent carriers, but also because their
governments can more cost effectively provide the service to their residents.
